Dr Ing. Béatrice Delpouve is a French international expert for HE, currently attaché for the cooperation of the higher Education in the French Ministry of Foreign Affairs in Turkey (Istanbul) to enhance the academic and scientific cooperation with Turkish and French institutions. She was the Managing Director at the Ethiopian Institute of Architecture for a capacity-building project with Germany and Ethiopia (2013 -2015), and the Director of the International Relations Office at the University of Lille (France) where she developed her university career since 1988. She has been participating to the creation and implementation of joint curricula, setting up international projects with all the continents to facilitate the recognition of degrees, enhance the mobility of Master and PhD students. She is a Bologna Expert in Europe since 2000, involved in the design of the Erasmus+ Charter and guidelines, ECTS and DS guidelines and labels, recognition of joint degrees and the development of the International Dimension of Bologna process. She is actively working for the comparison of degrees by the competence based approach using the Tuning methodology. In Africa, she contributed to the new strategic plan, introduced the Quality Culture at the institutional level and contributed to the dialogue for Higher Education between EU and African Union for quality assurance (AQRM) and harmonisation of Higher education systems (Tuning Africa harmonisation project). Her foreign languages levels are C2 level in English for speeches in addition to drafting and presentation skills.
